RDA SW Oltenia, Romania

RDA-SW-OlteniaThe Regional Development Agency South West Oltenia (RDA SW Oltenia) is a non-governmental, non-profit organisation, of public utility, established on March 5th, 1999 according to the Romanian Law No. 315/2004, regarding the regional development in Romania.

RDA SW Oltenia’s mandate is to deliver public services on foreign investment, innovation, disadvantaged areas, according to existing laws and regulations, to prepare the Regional Development Plan and other programming documents, such as Financing Memorandum and Regional Framework Agreements.

Starting with 2007, once Romania will have access to Structural Funds as EU member with full rights, the Regional Development Agencies will become Intermediate Bodies for the implementation of the Regional Operational Body, in accordance with the Government Decision no. 497/2004, amended by GD no. 1179/2004.

RDA SW Oltenia’s mission is to facilitate and promote the development of the South West Oltenia Region, by implementing the development strategy together with the Regional Development Board and the Regional Partners, as well as the national development policy, the implementation of which requires decentralizing policies and programmes at the level of the regional structures.

The main objective of the Regional Development Agency South West Oltenia is to stimulate the social and economic development of the region in such a way as to increase its economic value at local and national level.

The specific purposes of the South West Oltenia Regional Development Agency also include the social and economic infrastructure and environment protection, encouraging the local initiatives and attracting foreign investors.

In order to attain its objectives, The Regional Development Agency South West Oltenia carries out the following main activities:

  • Implementing the regional programmes and projects: technical services for the implementation of regional development programmes, in cooperation with the Ministry of European Integration;
  • Regional programming: through the elaboration of the Regional Development Plan and the contribution to the drawing up of the Regional Operational Programme, as well as through drafting the sectoral strategies and other programming documents (e.g. the Regional Action Plan for Education and the Regional Action Plan for Employment);
  • Regional marketing and investment promotion: drawing up brochures and promotional materials, economic missions for entrepreneurs, assistance for potential investors, etc.

Since their foundation in 1999, the RDAs have played the role of Implementing Authorities for the projects financed under Phare Social and Economic Cohesion Programmes, on the following components: Regional Small and Large Infrastructure, Human Resources Development, Investments in Social Services, Investments in Tourism, Technical and Vocational Educational Training (TVET), City Development through fostering SMEs.

To this date, there have been implemented or are being implemented a number of over 500 projects of a total value of over 80 MEuro. During this time, the RDA SW Oltenia has gained experience in monitoring and evaluating projects.

Among the various activities carried out, focused mainly on regional programming, handling the grant schemes available for our region and implementing the selected projects, the Regional Development Agency South West Oltenia carries out regional marketing, through which our institution promotes the region, identifies foreign investment opportunities and develops collaborations with similar bodies and institutions of the European Union.
