Project Workplan
The structure of the work plan serves the main objective of the MetaForesight project, to produce an integrated regional intelligence system.
The concept of integration is faced on a two-fold approach: on one hand integration refers to knowledge in the five fields contributing to intelligence creation (foresight, benchmarking, r&d results exploitation, market watch, and technology skills) and on the other hand it refers to the homogeneity and transferability of the model.
In this framework, work plan starts from the learning process, involving survey and case studies analysis, proceeds to creating intelligence, through the development and testing of the integrated Meat-Foresight model and software, and concludes with the dissemination of the results achieved. More specifically, the work plan is structured on seven distinct activities - work packages:
- Survey on existing information systems developed under projects of the Innovative Actions Programme or other projects, in order to incorporate other regions' experiences.
- Analysis of 5 selected best practice cases, in order to deepen knowledge on both the theoretical approaches followed to implement models on foresight, benchmarking, r&d matching, market watch and technology skills, and the technical aspects related to the development of software models.
- Development of the integrated MetaForesight model, which will combine existing knowledge with partners' experiences and competences and will provide a homogenous EU regional intelligence system.
- Development of the MetaForesight software application, which enables the transfer of the model into practice.
- Evaluation of the activities undertaken and the functionality of the software application.
- Promotion and dissemination activities, aiming at the acknowledgement of the project's results over the EU regions, through the Internet, promotion brochures and publication of users' manual of the MetaForesight software.
- Management work, which will ensure the co-ordination of tasks and the compliance to the objectives set and the Commission's rules.
Work is based on inter-regional co-operation and follows a balanced distribution of tasks between partners. The scope is to involve all partners and benefit from collective work and sharing of views for the development and dissemination of a regional intelligence model applicable to EU regions.
Within each partner organisation a working team is formed responsible to implement the activities. The regional working teams work separately but in co-operation in all seven work packages and each one, according to the related competences, undertakes also the supervision and implementation of a distinct key project action, while the other partners provide consultancy and insights on the tasks. The distribution of key responsibilities to partner working teams is as follows:
- Design of the integrated MetaForesight model(INFYDE)
- Development of the software application and testing the application(URENIO)
- Preparation and publication of the software manual (Institut Jules-Destrée)
- On-going evaluation methodology and report (University of Wales, Cardiff)
- Organisation of the final conference (FOUNDECYT)
